2001 Ford Focus rally car

It breaks my heart, but I need the funding for a different project, so I must sell my Foci.
The car is very reliable, solid, handles very well, is easy to drive and is in great condition; (no wrecks, stuffs, or anything even remotely resembling an off). Built by Davenport Racing.
I won Utah's M2 rallyX class last year in this, and without the current engine mods, and even a few races outright. I've also finished Idaho Rally both times I've raced it. The car only has 2 rallies on it, and about 8 rallyX's.

Without further adieu, here's some info on it:

-Zetec 2.0 engine, pushing about 150 /- HP
-MTX-75 gearbox with only about 12000 miles on it, and only like 250~ race miles

Offset on the wheels was 40 or so as I recall.
The didn't clear JVAB suspension on XRatty knuckles without at 15-25 mm spacer which was why I sold them to Ben in the first place. Sexy wheels though.

Oh yeah, second more important part of the wheel other than et is that they are 15X7 wheels. Might have been more than 40, I don't recall other than that they didn't fit without the spacer and it is really tight with a 1" spacer.

Oh yeah should mention the ET33s clear the 4x4 brakes with the skinniest hat known to man, too.

SPECIAL: FOR TWO POINT FIVE WEEKS ONLY!
I'll most likely be running the Focus in Idaho Rally, so if you're there and want to buy it after the race (don't worry, I'll treat her nice in the event), then it's essentially FREE delivery! If this is the case, I'll drop a little off the cost of the car due to racing it right before a sale. If something does become damaged, I'll deduct that from the overall cost as well.

Don't do it.
TOO MANY TIME I've seen guys destroy their cars on "just one last rally"( I'll be nice, honest).

If you're going to be nice, take the rat-soon and be nice to it, only sideways, then there is no penalty SHOULD the horrible happen,

What I say is an immutable Law-of Nature.
I've had friend quite literally with the check for the car in the romper suit pocket do nose to tail on the last stage---just taking it easy...

It's just like what I was saying about having a spare strut or shock or throttle cable, you have it; you won't need it.

What LEGALITY issues are there that might be unresolved with the Rat-soon?

It isn't running right, for one. The carbs need to be rejetted so it'll run right, although the parts are on the way. The fuel gauge doesn't work for whatever reason. I just replaced the master cylinder and need to bleed the brakes. The seat mounts still need to be finished up, but that can't be done until I get it running, because I don't have all the necessary tools with which to do it.
It's surprisingly hard to find a spill kit thats not out of stock, also. I could probably build one, though.
It still needs fire extinguishers, mud flaps, top off the fluid in the rear axle, oil change, probably plugs/cap/wires/rotor, alignment, the rally computer for when it gets here and figure out how to install it. I have never even driven it, so I don't know how far off the speedo and odo is, which can be very problematic, and also with that, I have no idea how it performs.

This is not counting the aesthetics, which can wait until after the event if necessary.

I know most of this stuff is easy and relatively quick to fix as one time things, but when piled all together plus other things that steal time non-rally related, it turns into a mess.

Call me a slacker all you want, but I've been spending days working on this thing, and never seeming to get anywhere. The list only seems to grow. I feel extremely defeated, I guess.
